Clean Truck Check (also known as the Heavy-Duty Inspection and Maintenance or HD I/M program) is a CARB initiative designed to reduce emissions from heavy-duty diesel and alternative-fuel vehicles operating on California roads.
The program requires vehicle owners to regularly report vehicles, pay an annual compliance fee, and submit passing emissions tests performed by credentialed testers. It applies to both California-registered and out-of-state vehicles.
Follow these steps to meet Clean Truck Check requirements.
Create an account and add every applicable vehicle to the official CTC-VIS portal.
Pay the compliance fee ($32.13 in 2026) for each vehicle. Fees are due according to your vehicle-specific deadline in CTC-VIS.
Use a CARB-credentialed tester. Newer OBD-equipped vehicles get a scan; older diesels require smoke opacity + visual inspection.
Your tester submits results electronically. Monitor your CTC-VIS account for status, notices, and upcoming deadlines. Re-test on schedule.

Most vehicles must demonstrate compliance twice per year (semi-annual).
Starting October 2027, OBD-equipped vehicles will move to quarterly testing (four times per year). Agricultural vehicles and certain motorhomes remain annual.
